Does anyone know of a solution to play back TV at a SLOWER PACE still maintaining clear sound quality. The purpose of this is for my grandfather who is hard of hearing and finds that even with good sound quality he can not process the sounds of the people talking on TV bec they are talking to fast. If you are able to help you will change the quality of life of a 93 year old man. Thanks

Something like that is very possible to build, it's just a matter of economics. In other words I don't think there's anything off the shelf that will do that but the technology to do it is certainly out there.
Reminds me of the days a few decades ago when talk stations migrated from using tape recorders for delaying audio and instead companies like Eventide built digital boxes to streamline that process. Now I'm wondering if you could try one of the audio flangers and fool with it enough to make fast speech understandable. You may find one of those surplus from broadcast recording or production studios.
